Minister gives a written warning to Iesco regarding OLTC procurement
Pakistan, Islamabad: Minister of State for Water and Power, Abid Sher Ali has written a warning letter to Chief Executive Officer (CEO) Islamabad Electric Supply Company (Iesco) , Yousaf Awan with regards to abiding the NTDC guidelines in the procurement of transformer tap changers, writes Business Recorder.

Pakistan, Islamabad: Minister of State for Water and Power, Abid Sher Ali has written a warning letter to Chief Executive Officer (CEO) Islamabad Electric Supply Company (Iesco),Yousaf Awan with regards to abiding the NTDC guidelines in the procurement of transformer tap changers, writes Business Recorder.
According to the letter, the Minister allows Discos to carry out procurement evaluations of power transformers on their own but they must avoid any delay in the process. The Minister, however, does not allow a compromise in the quality of the product, especially the inferior quality OLTCs.
The Minister has also mentioned the proposition from Siemens from the 31st January 2013 to replace the low quality M/s Huaming, China OLTCs with MR OLTCs in order to increase the transformer life. This offer from Siemens came without price increase.
According to the Minister, the whole system was overloaded and stressed, and ignorance of these important issues is unacceptable. He also added, “Why the proposition of the contractor for the change/replacement of Chinese OLTC with high quality having proven past performance German OLTC was not allowed despite the fact that contract provisions allow the same. European OLTCs with proven performance of 40/50 years based by R&D and proven reliability cannot be matched by newly established Chinese Huaming OLTC without copy rights and no patents,” he finally stated.
The Minister concluded that Iesco is advised to strictly abide by the NTDC guidelines and allow no compromise on quality as Iesco will be held responsible for any serious loss or damage in the system.
