CEDIS invests $34 M in substations and grid
Montenegro’s CEDIS will modernise substations, install smart meters, and improve grid reliability through €30 M investment and major international funding.

Montenegro: Montenegro’s electricity distributor CEDIS has announced a $34 M (€30 M) investment for 2025 – an increase of $6.8 M (€6 M) over the previous year – as it intensifies its efforts to modernise the country’s power grid. This step marks growing ambition and an expanding scope of complex infrastructure upgrades, the company stated.
The investment aims to expand grid capacity, enhance voltage regulation, improve supply security, and reduce transmission losses. Projects include both new initiatives and the continuation of works already underway, such as the upgrade of six 35 / 10 kV substations.
Among the most significant projects are the construction of two major substations – Tivat 3 and Rijeka Crnojevića – and the modernisation of systems at Buljarica-Kufin (110 / 35 kV) and Podgorica 7 (110 / 10 kV). Reconstruction is also planned for seven other substations, and $1.6 M (€1.4 M) will be spent on upgrading 35 kV transmission lines.
CEDIS will deploy $39 M (€35 M) in loans from the EBRD to roll out SCADA and ADMS systems, key components for enhancing grid reliability and enabling smarter energy management. The company will also invest in smart meters and launch Phase 4 of its Advanced Metering Management (AMM) program, valued at $13.6 M (€12 M).
The World Bank-backed Decarbonisation of the Energy Sector project will also begin this year, focusing on substation modernisation and network visibility.
Additional projects include a $5.6 M (€5 M) energy infrastructure installation along the Jaz-Tivat Boulevard and $10 M (€9 M) for mid- and low-voltage grid revitalisation, including the replacement of 1,500 utility poles.
