TotalEnergies wins German auction with $207 M bid
TotalEnergies has secured the winning bid in Germany’s latest auction for the N-9.4 offshore wind site in the North Sea, which has a capacity of 1 GW.

Germany: TotalEnergies has won the German offshore wind auction for site N-9.4 in the North Sea, securing development rights for a project with 1 GW of installed capacity. The auction, which drew multiple zero-subsidy bids, ended with TotalEnergies’ final offer of $207 M (€ 180 M) through its subsidiary Offshore Wind One GmbH.
The site spans 141 km2 and is located near the N-9.1 and N-9.2 sites, already jointly owned by TotalEnergies and RWE. The company aims to develop the cluster as a unified project to optimise construction and operational costs.
The concession is granted for 25 years, extendable to 35 years, and the site will connect to the BalWin5 (NOR-9-4) offshore grid, operated by TenneT, expected to be completed in 2032.
Despite the success, industry’s voices have raised concerns. Stefan Thimm, Managing Director of Germany’s BWO, noted that current auction conditions do not reflect market realities, citing increased geopolitical risks and supply chain challenges.
With this win, TotalEnergies has accumulated 7.5 GW of offshore wind projects, positioning itself as Germany’s largest offshore wind developer.
